The Organizational Accountability Architecture Above the Technical Enforcement Layer
The Accountability Layer Framework (ALF) is the expression of the BridgeCore Governance Engineering Methodology™ (BGEM) applied to organizational accountability. Where the Execution Governance Model (EGM) enforces governance at runtime, ALF governs the human layer above that enforcement — defining who is accountable, how escalation is structured, what evidence is required, and how post-incident review is governed.
ALF ensures that when governance decisions are made, the right people are accountable, the right evidence is preserved, and the right review follows.
Defines who is accountable for every governance decision — establishing Named Authority Registration so that accountability is never ambiguous, delegated without record, or subject to organizational pressure.
Establishes tamper-resistant escalation pathways — ensuring that when governance decisions require human judgment, the escalation is structured, evidence-bearing, and resistant to suppression.
Ensures post-incident review is governed and attributable — so that every governance event produces organizational learning, accountability records, and improvement inputs for the next governance cycle.

Named Authority Registration
Every governance decision is assigned to a named, registered accountable authority. Accountability cannot be anonymous, delegated without record, or reassigned without audit trail.
Escalation Information Package
When governance decisions escalate, they carry a structured evidence package — context, decision history, evidence records, and accountability chain — ensuring escalation reviewers have complete information.
Pressure-Resistant Accountability
ALF establishes governance structures that remain accountable under organizational pressure. Authority cannot be informally overridden, and accountability cannot be quietly reassigned when decisions are inconvenient.
Post-Incident Review Protocol
Every governance event triggers a structured post-incident review. Findings are documented, accountability is recorded, and improvement inputs are fed back into the governance lifecycle.
EGM and ALF are complementary engineering components within the BGEM architecture — together spanning technical enforcement and organizational accountability.
EGM enforces governance at the moment of AI execution. Every action passes through the enforcement boundary. Decisions are deterministic, evidence is generated, and transparency is produced automatically.
